If you want to keep it 4:3 aspect ratio (or 5:4 rather) there is a good 19-inch Dell 1280x1024 IPS LCD monitor still being sold new.
Not 15 kHz capable though, and you would need external speakers like Logitech Z120 for example or that Dell AC511 soundbar accessory,
no pass-through on the HDMI-input-audio to the soundbar though.

Otherwise 16:9 that Lenovo Q24i-10 might be a good option and it's 15 kHz capable and has 50 Hz in spec too, good for games with scrolling ...
