I would check that you have the last Phase5 cpu libs installed else you will get notably slower chipram/motherboard access causing lower than normal ide speeds. my own 040/25 gets around 1.8 mb/s so i would expect a little more with an 060.
An 030/50 willl max out the internal ide at around 3 mb/s without any special ide hardware. (with eide99/idefix/turboide/speedyide patches)
