A lot of people say 060s run cool, this might be true in comparison to 040s but yes they will still hit temperatures over 60 (even up to 85) in normal operation, rather than using your finger get an IR thermometer to test the actual readings. It certainly won't do any harm, especially if airflow is an issue to add some active cooling, the chipset coolers do a really good job, something like this I'd recommend:

More of a concern is the way this heat effects other parts of the card such as the CPLD so it's definitely a good idea given the age of these cards to cool them down

Ps. The later revision chips do run cooler such as the Rev6 so it's actually not surprising you have these temps on a Rev1
