You mean output a real 50 Hz video signal over HDMI? No. It is a hardware limitation of the Switch. It can only output 60 Hz videomodes.

So the scrolling in UAE will never be perfectly smooth. Unless you run your games in NTSC/60 Hz mode. But then the games and music run way too fast.
