I really dont know if they have a license or not.
What I can tell you that I know of, is that unfortunately some licenses are tied to a particular platform/processor. Again, I dont know wether this is the case or not.
Anyway, IconEdit (3.9 and OS4 versions), do require ReAction, which we currently don't have in 3.1.4.

I remeber I contacted the author a couple of years ago to ask him if he was willing to port it. I also remember he was polite, but told me he was not into it. Anyway I bet he used ReAction too.
