Actually that is not entirely true. It depends on the program code inside the Mach chip whether it is upgradeable to 060 or not. Early(?) Apollo 1240s with Mach 130 can't be upgraded but later ones can. Unfortunately it's not possible to tell if someone's Apollo with Mach 130 is upgradeable before it has been tried.
