I seem to remember that this jump wire hack was a problem with the ROM chips, not the motherboard. Did you try swapping the 3.1.4 ROMs with one another and seeing if it boots then?

The 22kHz horizontal refresh is most likely the problem here. Most monitors don't have much support for horizontal frequences above 14 and below 30, even if they can show the 15kHz PAL/NTSC modes.

The same family switch should work for both. Most of the PREH TV3 switches available now are not a direct fit for any 108x monitor, but need a bit of rework or transplanting bits from the old switch.
