On 68000, each word that the CPU needs to fetch from RAM (or ROM for that matter) for any instruction takes 4 cycles*. So 1 word instructions...

I can confirm that it works for me with a CD32 pad and with a PSX pad to CD32 converter. All buttons work and I don't get the options menu pop up without pressing the button.
