They contain new maps, new graphics, new sounds, etc. If you familiar with the term "total conversion", these are commercial variants. JFDuke3D doesn't need RTG regardless of what expansion you play....

I can't remember if it had a level editor on PC, but the levels themselves were stored in a text file. The Amiga version probably had a limited release only, so it remained obscure.
