Yes because batteries are usually alkaline and vinegar (or even lemon juice) are acidic. Remember you may get a salt residue so wash with deionised water afterwards :)

Sounds like this would be issue with power board. I suspect capacitors. I had a similar issue with printer that turned out to have a failing capacitor.

Here's an idea... use Win32DiskImager to make an image of your 4GB CF... then you can mess around with image than the actual physical CF.

I did something similar with corrupted SD card in the past...

Then start tracing common areas...
