Interesting theory, but not correct.

My best guess is a cross between Rick Dungerous, Dreamweb, and Ghostbusters 2, set in a skycraper building site, but made by Horrorsoft. I just have to search for it on HOL, but it's a technicality.

Yes! First I figured it wasn't any cyberpunk game, and then, I figured Horrorsoft was ~ 80% Mirrorsoft, and a about a "crime *Syndicate*" thanks to Malko.
