It's definitely Ninja Mission. This game was in the arcades running on the Amiga and I had it on the Spectrum. It's Ninja Mission! The titlescreen says Ninja Mission.

You could argue about what the titlescreen says, since in Japan you read from and right to left and vertically. Since the writing on the titlescreen is in vertical, it should be read as Mission Ninja.

And perhaps they changed the name on purpose not to pay licence fees to the movie company?

Is there any information about the arcade game? I had a look at mame.dk but it's not listed under that name.

No - Arcadia was a coin-op powered by the Amiga. In the HOL it's treated as a separate hardware type:
