Inbuilt scandoubler (with scanline generator) included for 15khz modes? If not, forget it.

From the website:
  • Uses 4MB of Zorro II address space or up to 32MB of Zorro III
  • Autosensing Zorro II/III compatibility
This does not say anything about bandwidth explicitly, of course..

But Z3 can be added - this is FPGA and card can grow in time - due of Open Source anyone can start working on adding new features to it.
