You say OSX. Anyway host OS (Windows, OSX, ...) try at it's best it know to use processor cores. If task needs more CPU, OS will try to give 1 or more cores for that task.
You have 2 emulators here: WinUAE and Qemu. It uses graphics, disk, ... trough WinUAE and PPC through Qemu.
Host OS also needs CPU to run it's own programs (drivers, services...) and other programs (like antivirus).

Yes, but all cores is for emulator

I not have antivirus and my max cpu usage for the Os is 2/3% for the kernel task
