PS3 or Xbox with more ram and no DRM or always on co-op games through central servers only etc stuff about it. And... most importantly, no signed binaries restricting who can code for it to a limited number of specialist studios with devkit licenses + documentation, with the insides being as open as the Amiga, right down and dirty to register details and cpu timing diagrams levels please.

Hardware spec lastgen consoles are pretty good, just a bit lacking in ram for my tastes, but heavily lacking in code-ability for natively because of all the drm and anti piracy stuff getting in the way.

I would make this

CPU 100 mhz arm9 for pocket money
256 mb ram
Sprite engine. 1000 sprites 16*16 with 16 colors each from a fixed 4096 colors palette.
Resolution 384x224 15 kHz.
Tiles 16color each from same palette.
Hardware scrolling multiple layers.
Gamepad with 3buttons.
In house software group to make games. At least 10 titles for launch.
Sound yamaha ym2151

Price 60-70 $

I get that some ppl would like to se more retro gaming but Im not sure I get why some want to design a new console using seriously obsolete hardware.
Why not just put a Raspberry Pi in a new box? Tadaa.. Or simply make games for the Sega Saturn or something? That was kind of the ultimate 2d console, yet it *could* do 3d as well... it uses a crazy amount of custom chips so in a way its similar to the Amiga..

Because there is no Sega Saturn market maybe? Why not make it for PC then, it's the ultimate 2D machine.

Theres millions of ppl playing on PC every day and a lot of it is indie retro 2d stuff.. but 100s millions of playstations sold tell me that there are ppl who prefer it over a PC.
Saturns are easy enough to acquire and there are plenty around being used to this day. Personally I love my Saturn(s) it has a good library of games and it would be perfectly adequate for new 2d games..

But regarding the idea of designing a new console that is limited to 90s tech.
Why not just use the cheapest raspberry pie? It will be plenty powerfull for any 2d stuff you can imagine yet its still limited enough to pose a challenge and have fairly specific limitations. ;-)
