Cannot format CF card from WinUAE

I am using WinUAE version 2.8.1 on Windows7. I run WinUAE using "Run as administrator". I add the CF card from the "CD & Hard drives" option. I set the HD Controller to "IDE0" and checked the checkbox "Read/Write". I booted from Workbench 3.1 Install disk and opened HDToolBox. Here I selected "Change Drive Type > Define New... > OK". However when I click the button "Save Changes to Drive" I get the error saying "Block zero write attempt but drive has one or more mounted PC partitions or WinUAE does not have Administrator privileges. Erase the drive or unmount all PC partitions first".

Now I did start with Administrative privileges. So I guess the problem is "drive has one or more mounted PC partitions". How to unmount all PC partitions? I tried remove the assigned letter given to the CF card (i.e. - I: in my case). The CF card no longer showed in Computer. However I still got same error!
