Mates, as RCK mentioned, it says the wholepage is kind of a joke. A pisstake on webpages of this type that you can see around a LOT and, sadly, are real! :P

This guy seems to have looked for an answer to the following problem:
How many smileys can I put next to each other on a page until the first smiley wraps to the next line?
And besides: the title piccy could easily become the "Picture of the week" of www.uglypeople.com!
