World Domination / strategy game

Hi, I'm asking this on behalf of a friend on another forum. I'll just copy and paste his own description:

"The game, from my recollection, was a strategy/management game that featured the player as the leader of some kind of U.N. like organization. The player could condemn nations for actions, and had some resources that could be positioned, I want to say they were things like anti-missiles and such. One element to the game that I recall is that part of what you did was try to track down some sort of evil organization. From time to time you got intercepts or memos with some information or details about the bad guys you were trying to track down, and could send in people to try to find them.

The game was played on a nations map of the earth.

If I'm remembering correctly, nuclear war could/would break out between nations from time to time. Having a satelite positioned there could shoot down some or all of the nukes. After, the game would continue. The players job was to keep nuclear war from happening by trying to keep the nations of the world getting along."
