Zetro's sipp's are stuffed into the mobo
 As you can see it's a jurassic looking motherboard, lare amount of chips on the right is 640kb memory or cache memory maybe |

Mobo seem to be dead
 Stuffed in a nice tseng et4000 gfx card + an I/O card and hooked it up to a keyboard + AT PSU but nothing happens upon power up |

do you have an ISA gfx card with a boot bios ?
it could also mean that you may need to populate all four SIP banks, |
