PC MSDOS VGA game like NARC Arcade

I am looking for side scrolling beat / shoot em up for the PC from the mid late 80s or 90s that looks like NARC but is not.

It had VGA graphics and Sound Blaster Sound at the time. It was not Mean Streets or Operation Clean Streets and had digitized looking graphics where you and another player would beat up drug gangs. It was just as violent as NARC and I believe the players were wearing trench coats (brown)?

Please help oh Obi-wan!

Edit - I found the game. It was CRIME WAVE but the Miggy version does not look like VGA version at all. Maybe a port one day.
