Try to narrow it down by other means, did you have a A500,600,1200? How did you obtain games, buy games or get copies? did you buy magazines and play coverdisk games and demos?

My instinct says it was an octopus or squid creature you controlled. I remember the colours being a "full pallet" of colours with the background being solid dark (black/blue). Yes, we did have a C64 too. I'll see if I can mock up a picture today, that really would help I think.

Sly Spy and Toki had detailed underwater levels, but probably not them.

One game that has not been mentioned is the Domark arcade port of Thunder Jaws
