It states on HOL that the game was only sold in German speaking countries...

No, point taken - it just makes the game a bit more rare and possibly more difficult to find if it's not released through the whole of Europe...

No, because the legal position in Germany is more than crazy... Every Moderator of a German forum would delete such requests here and now.

EAB is is the one and only REAL source for such requests!

I know that sadly, in good cases my request's are simply ignored
i'm searching for 'Civ AGA de' some time now, but i didn't even get a PM

i guess 'Mensch rat mal' is shareware, on Back2roots they have a german
PD/shareware CD - maybe it's on there, but most of them are unmodified
PD disks, not much fullversions there.

True, it's on Saar PD Disk 541 but only a demo version.
