Centurion - how to speak?

When i move my legion to any enemy province here i go, meeting:
"<put leader name here>, the leader of <put province name here>, offers a greeting:..."

Then some dialogue options appear, like:
Friendly
Ultimatum
Aggressive

...and 2 that just:
Go to War (goes into battle)
Withdraw (undo's the legion's move)

Are there any known dialogue "scripts", that this is suppose to do anything?
I mean, can i get the province to be mine just speaking to the leader or what?
If it only means being "friends", sooner or later i'll have to fight since that's the game's main point...

Assuming that all the requirenments are met, are there any 100% sure to work dialogue "scripts" that do... anything?

I mean, can i only make an alliance with the leader,so that means i'll have to battle with him in the later game?
