Faulty Commodore 64?

Sometimes when I turn on my Commodore 64 Bread Bin the Ready prompt does not display and I just see this:

I have to turn off and on, sometimes a few times before it works.

Is that normal, is it something that just happens with C64's of do you think it is a fault?

Since it's not always happening, it could very well be a bad connection between a chip and its socket, so I'd first try resocketing all chips in sockets. If there isn't any (or just the SID in socket), then it must be something else.

Thanks for your help guys, I'll try resocketing the chips first and see if that works.

The next thing that should be shown is "38911 BASIC BYTES FREE". Since the number 38911 comes from a memory test, I guess some RAM chip broke. It could also be some glue logic.
