If youre using A1200/A4000 ie AGA then by using DBL PAL/NTSC or VGA drivers in the Monitors draw plus this from amigakit.

You must create a custom display mode for your PC that has low enough refresh frequencies..

60Hz for vertical, 15,5kHz for horizontal. If you use windows, you can do this using Powerstrip or if you have an nVidia card, I hear that the support software has a tool for building those custom resolutions. For Linux it's just a simple matter of typing in a suitable modeline in your x server config.

The adapter is simple enough, www.hardwarebook.net has the pinouts you'll need.

Bios messages will not be visible, only once your OS's graphical interface has been loaded can you see anything on the Amiga monitor. You probably shouldn't even keep it switched on during the time that the computer is outputting a 31kHz signal - it might break the monitor.

I'm curious as to why you'd like to do this?

There is a site somewhere that has 15kHz bioses for some old graphics cards.. People used to build Mame cabinets like this.

It's probably possible, as you can easily display PC graphics on a television set if your graphics card has the right output connectors.

If your Amiga monitor has a comporsite input you can use the any graphics card with TV out. I'm not sure about nvidia cards but I know that ATI cards TV out also works at BIOS level (BTW That is tricky but possible also with Matrox G400 as well).

Let's keep at the problem at hand: RGB with TV frequencies from a PC adapter..

Some googling around:

Here's some de luxe vga to tv circuits, I recommend these over a direct pin to pin connection, as the signal types are a bit different between VGA and TV.
