Z-Order always bottom

To have WinUAE always in the back would be very handy
when using it as shell replacement.

In full-window mode combined with winlaunch it gives
the illusion of running win progs within Workbench.

Also it could make some onlookers think Amiga is cool again if you run a PC game windowed in front of it

'Onlookers' are impressed with OS3.9/AfA OS - most of them only knew
a500 1.3 (or )

But serious - i want to have a full usable Destop replacement
and the 'always bottom' is a requirement for this. It can be done from
an external prog, but it's better to have all in one. For now it's enough
to have an extra prog for the taskbar/systray.
so 2 needed tasks are better than 3

There is no "always bottom" window flag. I won't fight against Windows' window manager because it will always cause problems with future OS versions or updates.

(also this requires some really good reason because I am not interested in any kind of desktop replacements, WinUAE is not some kind of new x86 Amiga or whatever, it is an emulator only)

Pity, but OK.
It was an idea of my ease.
and because of doing this from external prg is a bit slower than from uae itself, i am going to push it in the back every 20ms Winuae could do this in 10ms
