I have a graphics converter on my Amiga at least.
I think Gimp can work on Linux. While I use Windows picture converter, for it supporting batch converting and has easy operations.

ImageMagick on linux (or any OS for that matter) can convert between IFF and PNG/GIF/BMP/... It's a command-line tool but very easy to use. Just type "convert file.png file.lbm" and it's done - and there's lots of options to do operations on the image - perfect for batch-jobs.

Also the support for IFF in Grafx2 is very good nowadays, and it runs on Linux, Mac, Windows and even MorphOS (and I'd guess AmigaOS 4?)

Just found how to install the illusive iff plugin for Gimp that works in Linux. To get iff support in Gimp linux, specifically Ubuntu /Debian. After installing GIMP run:

sudo apt install libgimp2.0-dev
git clone https://github.com/unwind/gimpilbm
cd gimpilbm
make
make install

In case you get an error you're probably missing build essentials, install
sudo apt-get install build-essential
and repeat steps above
