Problem solved:
As it turns out, there was a misconfiguration in Prefs/Workbench. Unticking a few hidden partitions that didn't actually exist anymore was all that was needed. Embarrassing as it may be, there you have it. |

Much to my surprise, the same thing. The output from SnoopDOS turned out to be a red herring in this case. The decisive clue was workbench.library which, when removed, allowed the disk to be spun down inside a workbench environment. idrougge suggested I'd look in the Workbench settings and from there on it was pretty much a walk in the park.
