Since WB2.0 pointer settings get stored in ENVARC:sys/pointer.prefs and gets copied on boot to ENV:sys/pointer.prefs from which it is loaded by C:IPrefs
In WB1.3 and below the pointer information gets saved in the 'system-configuration' file
(forgive me for not knowing it's home directory off hand,
but if my memory serves correctly it can be placed in a multitude of directories,
don't ask me which the order is in wich they get checked or even where all the possibilities are)

On <2.0, devs:system-configuration is loaded on boot automatically, and can be edited with Prefs/Preferences from WB 1.3 (Extras disk, I think.) Even on 2.0 and later, it's loaded and therefore it's a good way of specifying default palette, pointer, mouse- and keyboard speed for hard-core users who never start Workbench

Interesting, didn't know 2.0 and up still followed suit.
Ah yes, now i also remember why some disks had system-configuration in the root. If SYS:devs/ doesn't exist then DEVS: points to SYS:
