What could be wrong with this BlizzardPPC?
Apart from the evident Can't boot. Can't get into boot menu by holding two mouse buttons.

Does it need a stick of Ram to operate, or perhaps if the case of the crystal is grounded, it could be hitting something and shorting it out?

you should really find a proper square size crystal. the 68040 may be bust, poor things been overlocked to 33 MHz. Check your RAM is ok too, get a known good 50/60 ns one if possible. check this page for more info.
