Not to talk about results a RTG card with high refresh gives - double or more MIPS and the MHz readings are bananas.

If your card looks exactly like that then its missing a crystal! there is a socket on that board but no crystal, maybe you just need to get one! If im being stupid here it could be that im tired now and have not really read the thread! I gues its time for bed.

Uh, it takes 28MHz from the motherboard. The crystal socket is for an asynchronously clocked FPU!
