What would cause this display output?

Hi, thanks for reading this post and for any tips you can offer.

The attached images are from the video port 3 cables (white, red, yellow) into a TV it does not look good.

The video out port 23pin using a scart lead into the TV works as expected.

The RF cable no idea, dont have one to hand.

Feed the video out 23pin port into a scart converter to HDMI box and it dulls the blue colour and slightly oversizes the image output.

Could this be hardware or ScaleOS?

Spec: A1200 AGA 3.0 ScaleOS 8mb fast ram. Rev2B. Recapped 2020.

Some interference. Video out from A1200 is very low quality.

if are using modern LCD monitor you need scandoubler or similar

Indeed, this isn't a scandoubler issue. Composite video is usually pretty poor quality, but there's something particularly bad going on here. My guess would be that there was some damage or leakage from before the recap was done that wasn't fully sorted out. The composite encoding area (left of the IDE port) is particularly susceptible to damage, and leaked electrolyte can lurk under the delay lines etc. for a long time. I would suggest reworking that area of the board, checking for any damage or signs of corrosion. Worst case, replacing the composite encoder is a relatively simple job for someone used to Amiga repairs, and will eliminate the need for the delay lines and filters that could be damaged.
