Master Axe
I just read that this game was about martial artist Neil Axe.
After googling him I found this magazine cover https://ma-mags.com/Mags/C/C%201995-01%20Cov.jpg which reminds me very much of the game cover artwork http://hol.abime.net/pic_full/dbs/24.../2418_dbs1.png so I wanted to share it

Ha. Nice find. Definitely copied from this magazine cover! Almost identical in fact. This reminds me of the Metal Gear cover using an image of Kyle Reese in The Terminator movie.

Great Arnie moprhing pic! The difference here is that Neil Axe is in the cover of the magazine, and the game is a Neil Axe licence.
