[Found] Technocop

I have a memory of a game which involved some racing then you pulled over and got out the car. The game then became a platformer and I think you could shoot a net (?) over the bad guys. I think this game may have also been quite gory in places.
Sorry its such a vague description but its really all I can remember.
Any ideas? also a screenshot?

This was one of favourite games before my copy became corrupted. That damn time limit sure caused some problems in catching the likes of Houdini and co, tho.
