Standard VSync is ON, and the CPU meter is always at 100%

Hi Toni,

Why does WinUAE not have an option to sleep while waiting for vertical sync?

As you know, it was only available in the old "Lagless VSync" and now in the new "Beam Racing VSync", but the last as you yourself said is a hack.

This would help here because my laptop gets really hot and I changed my Windows power settings to conserve the lifetime of my computer and of it's battery.

You can try selecting triple buffering. Normal vsync may CPU poll internally which can be quite annoying. EDIT: Note that WinUAE CPU% at 100% does not necessarily mean CPU really is at 100%. It is just a vsync side-effect. Check Task manager.

Lagless vsync with single slice may also work good enough.
