Valve is working on loyalty awards/rewards. It has a point system, and a system to add reactions to user reviews.

Also includes reward items, redeeming points for badge levels, and possiblity game discounts.

The Steam loyalty implementation makes me think they're consolidating all the previous sale event mechanics into a proper system, where you could redeem items, level up and stuff like that.

So, basically, now the store is a sort of meta-game with achievements?

It kinda always was, but for special occassions only, like those big sales since years had those silly "play every day" kind of games to play and win prizes. Not to mention all those sales that have a lower price accordingly to the amount of games from that package that you already own.

Steam is already a game in itself, with leveling, discounts if you buy stuff, etc.

Quite expensive game, tho...
