Maybe not "technologically the best" but my 5 favourite are:

1. WinUAE
2. Steem
3. Gens
4. ZSnes
5. MAME

I don't do top lists, but I'd like to mention FCE Ultra in addition to what's already been said.

1. WinUAE - do I need to say anything about this one?

2. ZSNes - new version is great with multy-save state etc.

3. Spectaculator - great emu with many options and one downfall - you have to pay for license

4. DOSBox - almost perfect, but missing some important stuff as save state

5. pSX - nice PS emulator that runs much better then ePSX

The other that didn't make the list but are great emulators as well: PJ64, Gens, FreezeSMS, Visual Boy Avance, MAME, MESS, WinApe, WinVice...

I'd go with these, though poss not in quite that order.
I might remove MAME & replace with one of the NeoGeo emulators purely on the basis of Mame seeming to be an increasing victim of 'bloat'.

oh, um...
Poss replace VBA with ZNES as the emulator does more & I suspect is a harder system to reproduce.

oh, um...
Losts of other great emulators about for other systems, but as this is a top 5...

uhm...

- WGens/Kega Fusion
- Magic Engine
- ZSnes
- Mame32Plus
- BlueMSX

I like also Nestopia and ScummVM; i just listed stuff i like because of its easy of use / nice GUI: it's a criterion as good as any to me.

1) PSPUAE
2) WinUAE
3) PSPectrum
4) Spin
5) AmiMasterGear

not going for technical brilliance, but most useful / well applied.

Not many emulators used by me these days... mostly due to lack of time...
One thing's sure, WinUAE would be... IS, the one I used the most and the only one currently. Oh, I'm *SO* hoping for a x64 version... (don't mind that Toni )

2) WinUAE
3) Snes9x
4) ePSXe
5) UNZ (FM Towns)
6) MagicEngine

It does not have all functionality of ePSX, but it is nice to run the games without need to mess with plugins.
