TV Tuner Card Support?

I dont know much about TV tuner cards, but I was wondering if it'd be, in theory, possible to have some sort of generic interface that'd allow tv cards that have no amiga side drivers to work?
Im sure its not everybodies kettle of fish, but Id love to be able to use Winuae as an RTG system exclusively, and run my actual amiga, on the emulatd amiga side display via a tv tuner card + amithlon tv (much as I used to do with amithlon, but that of course required a supported tuner card).
As well as being handy for development, it also would allow a person to avoid the need for a scandoubler when using a modern monitor (something which is already true when using a tv tuner card, but it'd be nice to be able to do it through amiga os).

I don't really care about TV tuners or even video playing with classic Amigas (only exception is possible future emulation of CD32 FMV ) but I think this has usual problems: Picasso96 overlay support is closed source (it is not documented in driver SDK) and there is no generic Amiga video API either.
