Dynamic Palette Ripper

Back in 2007 I started writing a tool to convert ILBM palettes into dynamic palettes.

I stopped writing it because I couldn't get my head around PCHG and because something was giving me a recoverable guru and I couldn't track it down although a friend who tested it on a real Amiga said he never experienced one.

Had plans to run from CLI or Workbench and due to use of ReadArgs() could be scripted to convert an entire directory.

I had problems using iffparse.library so ended up writing my own routine to check ILBM files. It also uses:
graphics.library (v0)
iffparse.library (v36)
intuition.library (v0)
reqtools.library (v38)
gadtools.library (v39)
pchg.library (v0) although this is commented out
