create video cd for cd32 ?

Hi guys,
do you know softwares who can convert avi to vcd and burn it to iso or real cd ??? I think the cd32 with fmv module just can support vcd 1.0 not the vcd 2.0 format (if someone can confirm ?).

I believe Nero can/could but its encoder is/was not the best.

If memory serves... I used MainConcept
and burned the file it made with Nero.

For MPEG-1 QUENC is very ok http://www.videohelp.com/tools/QuEnc, for MPEG-2 nothing can beat HCEnc (price/quality), also ffmpeg is worth to consider as decent MPEG-1 encoder.
