any platform, but maybe an easy freeware PC-Windows download?

In Arkanoid you can pick a shoot powerup up...
Honestly, haven't really seen any mouse controlled shoot 'em ups yet.

Amiga: Battle Squadron supports mouse control, but not proper mouse control. Grid runner has mouse control, and there's Goldrunner ofc. Resolution 101 is 3D, and is actually prrreddy goood.

Windows/PC-DOS: For 3D it's not hard to find, Star Wars shooters are good, there's that space mission one from 1999 or so with Bruce Campbell's voice in it, whose name escapes me.

2D shoot'em-ups with mouse control on Windows? Whoa. There might be a Gridrunner that works in DOSbox I guess... but I think you'll be looking at "Pre-Voodoo gfx cards" era games.

You can add Epic then.

As for 2D, wasn't there a mouse control option in Seek and Destroy? I can't remember and cannot test right now.

Oh yes. Zarch on Archimedes, the ultimate mouse-controlled shooter (but ofc 3D, was called Virus on Amiga).

"Goldrunner" was a 2d schmup solely operated by mouse.

Mouse could also be used in "Better dead than alien!".

Chromium B.S.U. comes in my mind... it's available for example for MorphOS and AmigaOS4 and lots of other platforms
