Updated dalf.rexx to V37+

Hi,

I recently needed to look at a bunch of vbcc-generated executables and noticed that dalf.rexx did not properly read them. First I thought it was a bug in VBCC, but after reading the vbcc source code, it rather seems to be a feature in AmigaDOS that is just not really officially documented (?) outside of development tools like vbcc and ira and was missing a handler in dalf.rexx:

DREL32 is treated like RELOC32SHORT when the file is a load file. I made a few changes to dalf.rexx and made them available here:

I hope this is the proper way to redistribute changes in this case, since I did not find this tool in Aminet, but in various different places.
