Genesis Controller D-Pad "Up" Assigned to Button?

I'm looking for a Genesis-type controller that will allow "up" on the D-Pad to be assigned to a button on the controller. If such a controller isn't available, is there a hack to allow one of the buttons to be "up?" I know that a FEW games support the Genesis controller already, but I want ALL games, using this controller, to allow me to do this. This would be GREAT for platform games!
