No Boot up screen on my A4000

Hi,
I have recently received my A4000 from the US.
I have Changed the battery, upgraded to 3.1 Roms and got an Atx to A4000 PSU adapter.
But when i turn on my Amiga i get nothing, If i leave it on NTSC then i get a flicker from the monitor, but nothing else, the caps lock light blinks once. If i put it on PAL then i don't even get a flicker from the monitor but the caps lock light blinks once.
Any ideas? Any jumpers i have to move?
I have taken out the cards (its a A4000 toaster), checked all the seating of the chips.
I have even tried powering it on withpout the cpu card to see if i get anything but it does the same thing.

When I had a similar problem it was due to the CPU board not being seated fully. Try switching back the previous roms. (did you accidently put the roms in the opposite soccets). The only other occurrence I had where the computer did not boot was when the hard drive failed, and had to get a new one. Try removing all drives floopy and HD and se if you can get a rom boot screen.

Are you using a 1084 monitor. if so there is a button below the with the volume and sharp controls that switch between the RGB and the composite ports. Try toggling the push button switch when the computer is on.

I thought i put the roms the right way. does anyone have a picture of how they go for me to double check please?
