PSU or just 1992 motherboard etc?

Howdy strangers, I've not had my miggy working for a while and so I took it into work and have quietly been trying to get it up and running. Its a 1200 with Blizzard 060 with a Mediator/Voodoo in a Power Tower. I've tried with 3 different hard drives, and a couple of times I managed to get 2 of them to boot up, but that's very rare. When I turn it on, the green power light flashes a few times before staying on - I don't think it used to so that, so I wondered if it might be the psu? Its a Seasonic 200w thing that I bought years ago from Power Computing. 'preciate any thoughts, and hope you're all well.

Sounds like the SMD capacitors (silver can looking) on the motherboard has started to die. Take a look near them, look for a tint of blue-green color, that's a sign of leaking capacitors.

Okay, thanks - whereabouts on the motherboard are these capacitors? Its a bit difficult to see with the Mediator and all. As for Power Towers, is the power light flashing on and off before going solid normal? I can't remember it doing that, but I could easily be mistaken.

There are capacitors all over the motherboard pretty much, small silvery "cans" with black markings on top. If their bases have a greasy appearance or discolouration there is likely some leakage.
