About the best thing I had for Windows 3.1 was Monopoly. IIRC, everything else was DOS based.

Winpolis perhaps? That game was awesome.

I did, it took me some time to make it work, but it is possible to run Win 3.11 in DOSBox.

As for games for Win 3.11, a little bit of topic, my favorite games were released as DOS and as Windows 3.11 games: Civilization and Colonization. Windows versions of the games had better graphics but some of the same bugs. (there was patch for them)

Wasn't 'True Love' also Win3.11 game??

Unless you don't understand the game and you actually keep killing the lemmings. I mean, they are lemmings, aren't they supposed to die?
