reading my settlers manual it says under storage device

the games are saved on hard disc or floppy disc.
the size of a games world is limited to 5 for floppy discs
(size 7 represents 1.6 MB ).

so i recon that you will need at least 2.5MB + storage for world 8

World 8 needs 1mb when nothing has been placed (just started)... but wonder how much a savefile would take if the whole map were populated??... maybe that's what you meant with 2.5mb.
