All of them small downloads, enough that I almost used 1TB last December. (close this month as well )

Enjoy saving humans in Halcyon!

And what are first impressions of The Outer Worlds??

I strongly suggest you try A Plague Story - Innocence. What a nice story and gameplay...

The Outer Worlds does feel a bit like Fallout IN Space, also some of the same voice actors were used

There is an option to keep your files but it will uninstall all the apps and do a reset on the OS/System files.

This seems to have resolved the issue and now I can load the Xbox PC app and actually download games properly via the Xbox Game Pass Ultimate.

I really think this was all related to using the IObit Uninstaller app on most of the MS apps.
I've noticed all kinds of weird stuff happening when M$ depreciate applications and services through the reset and Security/Updates between major versions. There was something a few years ago I had where the casting service on Windows 10 wouldn't allow sysprep to work because it had been removed... and then got stuck in a weird loop. There was a hack online to start editing net framework entries but I ended up just starting from scratch. Glad you got it working anyway

Bjorked Once Again

So tried to launch both the Windows Store and the Xbox App to no avail, stating I don't have permissions or something.

Taking ownership and making the local machine ADMINS full control over the windows.apps directory didn't resolve the issue.

I'm thinking that Windows 10 hates me in some nefarious way

I think I pretty much have to try a full format and reinstall from scratch.

Could be due to a recent Windows Update but who knows.

I've tried all these steps already, nothing worked except doing a PC reset which only lasted about 1 ~ 2 months then it went sideways again.

That is pretty much like the RESET PC option, but I will check it out more and see if it actually does anything different

More like full offline reinstall on top on compromised OS, something Windows 7 users had been asking M$ repeatedly.
