I think the gist of the answer is no... but you can do this as a serial terminal to another machine with a command shell (serial terminal server).

I think it is possible. You need to use a very lightweight TCP/IP stack e.g. AmiTCP or RoadShow and older version of AMIRC or GrapeVine.

There is no bsdsocket implementation for OS 1.3, the only alternatives you have are KA9Q (all in one package, no IRC client) and AS225R1 (no IRC client AFAIK).
