How about WB 3.1 on a fairly standard A1200?

I think the gist of the answer is no... but you can do this as a serial terminal to another machine with a command shell (serial terminal server).

I think it is possible. You need to use a very lightweight TCP/IP stack e.g. AmiTCP or RoadShow and older version of AMIRC or GrapeVine.

You can even run it via PCMCIA WPA2/AES WIFI and have FTP for transfering files as well.

You can do that with a pocket calculator. But it's not an IRC client on an Amiga.

there is OrionIRC which was made in BlitzBasic - the doc say:

There is no bsdsocket implementation for OS 1.3, the only alternatives you have are KA9Q (all in one package, no IRC client) and AS225R1 (no IRC client AFAIK).
