just wondering what the difference between an escom a1200 and a commodore a1200 is??

Afaik it uses a PC drive with an interface instead of a Amiga drive.
This gives troubles with some ndos disks, but can be modified to work correctly. |

According to the Amiga Hardware guide, yes this one came with the KS3.1 ROM's.
